Here is my question, I would like to know if OSTicket form has the ability to have a dynamics fields Ex: I have a choice fields and one of those choice is "other" can we have a fields that is hidden until that selection is made and once made the fields would appear for you to enter what the other is.

This is not a feature in osTicket. You can kinda get around this by using Help Topics as the first level as each Help Topic can have a sub form that gets displayed.

Do you have an example using the help topics as first level?
Create a list. Let's call it Blacklist.
Put whatever you want on it for custom variables. For testing purposes let's create a list
Let's call it Criminals.
For options let's add the following options:
Pilot
The Freelancer
Wujing
The Stewmaker
The Courier
Gina Zanetakos
Create a form.
Call it Television.
Next go to Help Topics.
Create a Help Topic let's call it Television.
Click on the Forms tab.
Add the form Television.
Now when someone picks the Help Topic Television it will display the list and they can select from the options.
