Hello, I've downloaded osTicket App from Google Play Store(osTicketFree staff). There is possibility to editing issues? Because I have read-only version.

There is no official osTicket app on the Google Play store. It sounds like you have downloaded a piece of software put out by someone else. You would need to talk to who ever released it for support.
