I use osticket v1.9.14

I have 28 help topics set up, with assigned priority levels to each help topic. At the moment, our users only log tickets to the helpdesk via email, we don't use the online portal. So each new ticket comes in and gets assigned the default help topic, then we set the help topic ourselves. When I change tickets to the relevant topic, the priority doesn't change with it, it stays as the default priority, so we have to set the priority as well.

Is there a way have the ticket priority change to the help topic priority when the topic is changed? I thought that would be the standard behaviour but it seems not.

The only way to do that is when you edit it to change the Help Topic, that you also change the Priority drop down at the same time before saving.
