It sounds like an issue with the certificate setup in Apache - has it worked before? Have you gone through the obvious settings like making sure the certificate hasn't expired or been changed?
If it's a new setup, make sure Apache has mod_ssl enabled and is pointing at your certificate properly, as well as the private key and any intermediate certs that may be required.
If you managed to post that screenshot, I assume you can get in over a non-secure connection?
Oh, and unrelated to this, but it might be worth upgrading OSticket at some point ?
