update: I just tested on the local system, it's doing something for me:

if the Ticket is created by the user, then Agent see the field which is set for EndUsers Only
if the Agent creates a new ticket on behalf of the user, then that field is not seen by Agent, because it's not even giving an option for Agent to select.

Just got word from another dev here and they say we have issues with field permissions. Will be addressed in 1.11-RC2 coming soon.
