Your Synology is not allowing method, it's generic message, check logs it may tell you why and what's not allowing.
If you have made changes after installing Osticket, you should also restart the service to take effect
i try to restart the service but the same problem ..but i can receive all the request my concern is when sending the ticket the error is still .

looks like it's permission issues, did you check the logs of your Synology and osTicket?
sir where should i found the Synology logs??in log.php?? can you give me a guide ..thanks ..
You should contact Synology to find out some more details or you could try fresh install of the osTickets
