From what I understand, it doesn't.  Laravel is a php framework which you can use to build php based web sites/applications.osTicket is written in Php however it is built using it's own libraries and code mostly, it doesn't use Laravel anywhere. osTicket does incorporate a number of other open source libraries, you can find some of these listed at the end of the Readme file on the osTicket github page.
