After you remove it from the DB, delete it from os Ticket/plugins folder.If you want to re-add it I recommend that you re-download it since it sounds like you have a broken one.
hmmm, still the same... I've deleted it from the DB and then deleted the from the folder.When uploading a new storage-fs.phar and uploaded it says like the picture when choose "add new plugin"

We do not support litespeed. It could be an incompatibility with that. But with no errors, or anything to go on I'm not sure what else we can do to assist you.
Also make sure you have ALL the plugins installed for PHP.

For what it's worth, I had this exact same issue with the attachment plugin. Switching from litespeed to apache immediately fixed the problem.
