hoodwink55 hello - perhaps I might be of some assistance here.
In the PHP ini file there will be a line which looks like:
;opcache.enable=1
or some variation of that.
remove the ; and save php.ini.
Now at the bottom (VERY bottom) of PHP.ini add the following:
[Define Zend opcache]
;Defines Zend and OPcache to make "it" work
zend_extension=php_opcache.dll
Save php.ini.
Now as most have said on here RESTART your webserver. You can do this by stopping and starting the service or by rebooting. I just completed a fresh install and the above steps worked - no issues.
