I've created pull request #3259 over at github to allow site admins to specify a custom path/to/css/file.css to their osTicket 1.10RC3 in the Admin panel -> Setting -> System panel. This file will be added to the Headers of both the Client and Staff pages. Those wishing to do this can install the PR or manually alter their files.enjoy.
