Didn't save files properly with cyrillic symbols in names

Hi all,who can help me, we faced with problem, we can't save ticket's attached files properly with cyrillic symbols in names. When we try to download attached files that have cyrillic symbols in name on local computer (under Windows), all cyrilic symbols lost.For example, if we try to save file "Договор_12.pdf", osTicket propose us to download - "_12.pdf" file without word "Договор" in file name.Tech.spec:osTicket v1.9.12 (19292ad)Apache/2.2.15 (CentOS)MySQL 5.1.73PHP 5.3.3Thanks for advance!

I think that this was reported at github already and fixed here:https://github.com/osTicket/osTicket-1.8/pull/2586

I have read the given link, but it describes a different problem. I have attached the screenshoot that is show what problem we are faced. Also, please read above description of our problem, thanks!

Some phrase from russian.Сохранить как -> Save AsСохранить -> SaveAbove screenshot shows when we try to save attached file from ticket to local computer, system deletes russian symbols from file name. For example we try to save Договор 58-43М-15.pdf but system convert it to -58-43М-15.pdf
