This could be related to a new feature called "Email domain validation includes DNS record verification" introduced in 1.9.8. . You could deactivate it to see if this has soemthing to do with it: admin panel->settings->emails-> Verify Email Addresses: uncheck the checkbox "Verify email address domain" and save.

As far as I know there is no history for notifications or autoresponders.When mails are not send you will get mail errors in the system log of osticket.My experience is that osticket is very reliable in this thing. Untll now every mail problem I had was related to the used mail server.Maybe you could monitor more on the mail server you are using if you have full access to it..
