users and staff same persons

Hi Guys.In my case we have 3 departments and we want to send and resolve tickets between us, Therefore we are staff and users at the same time, we send and resolve tickets, the staff members can create ticket but on behalf of a users not for him self. i don't know if explain my self i hope you can understand me.Thanks a lot for your commentsCheers
