Some important functions of the system have to learn by experience, that takes a lot of time.Several aspects of the work, I still do not understand.Please tell me whether there is a user manual for the osticket?Or video work in the examples.

There is no step by step user manual available currently. The only available info can be found on the wiki on osTicket official website and on github:
