Is it possible to not present the Delete ticket button to staff allowing only Admins to delete tickets?
Change their group settings?
Admin panel -> Staff -> Groups -> -> Can Delete Tickets yes/No

I have created a high level admin user and placed all others in a group where tickets cannot be deleted.
