As far as I know the subject is truncated after x characters, so when you want to change it, you would need to modify the source code. When I see it correctly it's done in Line 440 in the file /include/staff/tickets.inc.php

As a side note, 1.9.4-rc2 it's definitely not a version recommended for productive use, so I suggest to upgrade to the latest stable version, currently 1.9.5.1.

As a side note rc's are release candidates. That means its not a final release, and isn't intended to be run in a production environment.
