One user in several departments

At my work I need to have all users to be able to work in several departments, so they can make new, close, view, edit tickets regardless the department they are in.

How can i do that?

This is not a feature in v1.6ST. I'm not sure if that is a feature that is going to be offered in 1.7. There may be a post in the Mod section that will allow you to alter the code base to be able to do this, if you are familiar enough with PHP to be able to make edits.
