Just for anyone else that may have had the same problem i was able to resolve this issue.  My problem was i had my apache web server root going directly into the /upload/scp folder.  This was causing an issue with the LDAP and many other things that i just recently noticed since it was unable to get to anything in the upload folder because the root was /upload/scp,My bad.  Hope this helps someone else.
