How to create a new ticket by phone?
That is not possible. osTicket gives you the choice to select By Phone due to you can create a new ticket on behalf of the customers/users if they calls you by phone regarding an incident/issue.
The staff that answers the phone logs into the osticket staff side, and manually enters the ticket.
Try creating a new ticket as you describe (default option of email) and notice the user of the ticket is you, not the recipient.
