I'm running osTicket (v1.7-RC1). When I create a new ticket in the staff area the alert is not sent. If I update the ticket an alert is sent.
Here is my Autoresponder Setting
New Ticket: Enable
New Ticket by staff: Enable
New Message: Enable
Overlimit notice: Disable
