Yep. Welcome to the open source community. While every project's criteria is different, this one appears to allow edits to the wiki by anyone with a forum account--at least it let change it. I would the devs are getting notifications of wiki changes, but I really don't know. Again, it is up to us, the freeloaders, to pay attention to such things. The paid customers can just ring up support with questions, and have no need to consult the documentation. I've been part of projects where the devs change things every few months without letting the community know, and then the documentation has to be re-written again and again as the users figure it out. I've also seen projects where the devs are the only ones who can update documentation. This one seems to strike a good middle ground between those two extremes (again my first impression, I may change my opinion later).
