osTicket is not a CMS.... its a ticketing system.That being said if you are running a current version you can browse to Admin panel -> Manage -> Pages and add static pages.

Yes i can make static pages that is what i mean. But how do i add them to the menu? 

If you're using cms, then you can create new folder in public_html.. it will b your sub-page for your website. just put everything in the folder then u can access it via your web. dont forget to create menu to direct link to the new page
