I've been testing while attachments to tickets aren't taking on new ticket creation.  It appears that the attachment only stays on the new ticket IF a response text is filled in.Is this on purpose?  Seems odd that a new ticket can't be created with an attachment without adding a response to the client.

This has been reported on github already. 

Thank you. We're currently taking the work around by following up with a second hit to the ticket with an internal note/attachment.
