Is it possible to transfers the installation from webhost to localhost server?

if possible what are the setting to be change?

if you have access to the database you can export it and import it into your local mysql db and then rerun the installer

I am sorry but i am not familiar on how to rerun the installer.. can you give me some detailed instructions? or any screenshot to follow on how to rerun?
