install new language

What's the way to install new language? I've download the phar file, I've try to transform it into zip, and unzip (but some files don't unzip properly). I've add a it_IT folder into i18n, and put into the phar file, but none.Please, suggest how to add new language. Thank you

You simply place it in /include/i18nThen you can click on My Preferences and change the language.As has been stated many times this will not translate the user interface. Please read the 1.8.1 release Blog post at http://osticket.com/blog/103 for more information.

I see that italian translation is 100%; but in my admin panel and staff panel I can't see the italian language
