If cron isn't running properly then that is why your email is not polling when staff are not logged in. They appear to be the same problem to me. Please help us help you by reading and following this thread: Please read before requesting assistance. Thank you.

cronejob working only when user is logged in system?

Looks like PHP < 5.3 is configured to run the cron. You'll need to configure the version running the command line to be 5.3 or greater
