You are correct that there is no way to restore deleted tickets . The pop up when you go to delete tickets even says "This cannot be undone". As far as opening new tickets for them, my installation lets me search by email, phone, or name when I open a ticket for who the ticket is for. If you are actually running 1.8.x then yours should too.
