Searching the forums indicates that these two issues are not new/unique, however I was not able to locate solutions. If I missed them, please direct me to the post.

CAPTCHA Issue
When user is reviewing ticket from web and clicks on New Ticket, the new ticket form opens. But when attempting to submit the form with every field completed the following message is returned:
"Unable to create a ticket. Please correct errors below and try again!"
This is related to CAPTCHA, because when I turn it off there is no issue with creating a ticket. There is no CAPTCHA box on the New Ticket form when the user is authenticated. There is however CAPTCHA on the New Ticket form when not authenticated.
Time Issue
Only one user "Admin" assigned to the system.
Settings > Date & Time
GMT -8.0 (Pacific Time (US & Canada)
The sample formats to the right of the configuration boxes in this section reflect the correct local time.
Problem
Time stamp is always 2 hours ahead on all support ticket activity
