I have just downloaded the V1.7.3 files, copied the files inside the Upload folder and pasted it in my V1.6 backup folder. When I tried to run the URL, I got a message that I need to rename settings.php into ost-config.php, and so I did. But after that I'm stuck. When I try to view in the url (mydomain.com/support/scp/index.php) it shows System Offline above the username and password fields. I couldn't login also. Please advise.

OS: Windows 2008 Server, WAMP settings. I'm upgrading from 1.6 to 1.7.3.
