Date and time stamp out by 12hrs

The date and time is correct every where else but not current Time: So Staff are changing their time zones to try and correct this but that is in fact putting them out. Can I change it so it doesn't display am/pm or better still fix this?

All the other time zone settings are checked and correct, and then checked again and again and checked once more. (truth be told about 15 times)

i think the current time is pulled from your server, might be worth checking the time on that.
