I have looked all over and i cannot find a way to change an assigned technician on an existing ticket. If anyone knows how to accomplish this, any help will be greatly appreciated.

view the ticket, then in the reply section at the bottom there is a tab saying Re-assign Ticket.
In response to hotwired007, i just found this tab yesterday and when i did i felt a bit embarrassed that i didn't see that before. Oh well, thank you for your help :)
