If I get your question correctly every time someone logs in it creates a bunch of new tickets based on the email addresses you have configured in OST? If so then I guess you would want to check:
1. Log in to OST and goto Admin panel.
2. Click on Emails tab
3. Click on the email you have configured (if you have more then one that actually checks email you should check them all)
4. Under "Mail Account (Optional)" is "Delete Messages" checked?
