Solution
Try the following:
1. From your admin panel, create a new user group which has multiple Dept Access (select several departments based on your needs).
2. Assign that user group to the certain user.
3. When you are assigning a ticket, then assign it to the user which has that user group.
4. Since that ticket has been assigned to the user which has a user group that related to the multiple department, then that ticket should be accessed by the staff in the related department.
