Images have lines added in front?

Okay, I'm terrible at speaking programmer, please bear with me.

Whenever I download an image type attachment from osTicket, I cannot open the image in a normal viewer. I first have to open the image in a text editor, delete the first 3 or so lines, and then I can view the image normally.

I saw there were two previous threads that had this problem:

Both threads lead to the osticonfig.php or ost-config.php file having the problem.

I looked through my installation of osTicket, and I do not see that file. I downloaded a brand new version of osTicket, and found ost-config.sample.php.

I'm not sure if this is what I'm looking for, or where to put it.

Change the settings to matching your configuration in ost-config.sample.php and then rename it to ost-config.php

Thats what that is there for, to be a sample to replace or use as a guide.
