Is it possible to send a notification by email to an administrator if an user created a ticket?

admin panel > settings > alerts and notices
New Ticket Alert, enable, check Admin.
I have configured the following;
I did worked, but for a strange kind of reason it stopped sending notifications about new tickets to the admins.
