strange characters in tickets submitted by email

Hi everyone,

We've installed osticket version 1.6 ST running on a Windows box with IIS 6 and MySQL 5.

We've had it running nicely for several months until recently, when tickets submitted by email give us lots of random question marks, line breaks and strange formatting such as ’ (which is a wrongly converted apostrophe evidently). Example:

Josh,

??????? is Verdana considered to be a better font than Ariel for web pages

We've searched this forum for utf8 issues to no avail. We've checked the database and it's set to utf8. We've checked page source and the strange characters show up in there, so it's not browser related I guess..

Any ideas on how we can fix this? Thanks...

Is the data in the database correct? It would help to figure out whether the problem is in the initial parsing or the displaying. :)

Have there been any changes to your mail server configuration, upgrades to PHP, etc?

We checked the database and the strange characters are in that content too.

We viewed the emails in the mail program before they are imported into osticket and they are displayed correctly. Here's an example of the message code (this message had strange characters when imported):
