NOT FOUND Error after submitting

I am getting the follwoing message after submitting a ticket:

Sorry, the requested URL /view.php was not found on this server.

The ticket is delivered and can be answered/closed etc. So I am assuming I need to do something and I can't figure out what.

To start I am not a programmer or sys admin. But I not afraid to make corrections to codes if the instructions are step by step.

Also, when I go to the admin and login I get this message:

Sounds like your missing a file. If you haven't done a lot of modding you might try re-uploading the source.

If you have done a lot of modding then take a look at the archive and the install directory and make sure that the files match.
