outgoing email fails when make a new ticket

i have many problems with the outgoing emails when i created new tickets.

the new tickets was created by staff members. Sometimes the emails arrives without problems but in other cases not, but in all cases the tickets are created without errors.

When i'm Making some test with my personal mail in then 50% the outgoing mail not arrives.

i have version (v1.6 RC4) in a windows 2000 server sp4 mysql server 5.0 and php 5.0

in fact i'm getting some emails but the problem ocurrs since 2 weeks and there is no change in server.

do you know where osticket save the outgoing emails?

yesterday i found the problem.

the problem is simply, someone deselected 2 checkboxs in the department configuration to avoid the outgoing mails.
