If I close a ticket in staff panel, will that disable the user from opening the same one back up (either via the form or by sending a reply via email)?
Or will it just create a new ticket?

On my system, it simply re-opens the ticket.
Yeah, that. it doesn't really prevent them from doing anything, just marks it as done and tucks it out of the way in the ticket list. Customers and staff can both re-open tickets simply by replying to them.
