It's not currently a feature built into osTicket, but you can easily do it via .htaccess, e.g:
order allow,deny
deny from 123.45.6.7
deny from 012.34.5.
allow from all
The first is a ban of the specific ip, 123.45.6.7 The second bans the IP block 012.34.5.*
