How to restrict multiple staff open a one ticket at a time ,

For example ,

Assume staff X view the ticket ID AB123 ,

If Staff Y Try to the ticket ID AB123 , Then i have show the Alert ,

That is one of your opened this reading this ticket ,

How to Do this....
