I am definitely agree with you, since we have Help Topic table, all items in Help Topic selection on the form shoud be come from this table.
No need static item such as "General Inquiry". Or the best idea is to save this "General Inquiry" item to Help Topic table. Please note that since id for this table is autonumber, you should put this item as the first record, or also as default item.
You can also implementing this MOD to remove that "General Inquiry" item, moreover to implement Help Topic:
