Summary of the issue required

Hello,

How can i remove Issue Summary to be required field. The idea is to disable Ticket Thread and all the summary to be in Internal notes. Actually i want to remove the fields Issue summary. Or maybe a way to enter a permanent string to this required issue summary filed and after that to hide it somehow ?
