When mail is sent to the person who submitted the ticket, the script replies with the message, but the top line in the body of the message shows:

-- do not edit --

How do I remove this from the message?

You change it in TEMPLATES

If you have the option checked in the admin panel to strip quoted replies, osTicket removes everything below the 'do not edit' text. Otherwise, the quoted replies that get placed in the email body by the mail client get appended to the ticket response. It makes for very messy tickets.
