Reply notifications not going out to admin

New ticket opened

- opener gets email: check

- admin get email: check

Opener replies to notification:

- pipes to app (although it posts the whole message): check

- sender gets notification of reply being posted by email: check

- admin gets notification of reply by email: NOPE

Please advise.

Only staff can get messages notifications, had to assign a staff member first...which was it's own problem. Solved that. Solved this.
