Installed WampServer and moved the required files into the www folder. When I attempted to open the browser it stated that I needed to enable short_open_tag. I went into php.ini (several of them actually) and turned on the option. When I went back into the browser I recieved the same error. I double checked the .ini files and I think I found all of them.

Any ideas?

Yes. You may enable that setting simply (left) click once on the WampServer icon, choose PHP -> PHP settings -> short open tag. Wait for a second, then WampServer will automatically restart your PHP and also its web service.

If this short open tag setting has not been checked before, then it should been checked now (after you follow that step above). By using this technique, you don't have to edit your php.ini file.

In the other words, make sure this short open tag setting has been checked/selected in order to run your osTicket properly by looking it into the menu belongs to the WampServer's icon.

I already tied those options

I already tried those options. I stopped and restarted all services as well as made sure the short_open_tag option was checked. I even unchecked it, rechecked it, and then re-started the services again. Every time I try to open the start up it gives me the same enable short_open_tag error. Could this be an issue with IE?

I don't think that issue related to the browser you are using, since I tested it in IE8, I can access my osTicket properly.

Moreover in FF, it worked properly, too.

Got it working

It must have been an issue with Wamp. I uninstalled it and loaded XAMPP and everything configured perfectly. Thanks for the help eveyone.
