Allow Only a certain number of tickets to be submitted within a time period

Is there a way to limit the amount of tickets a user can submit within a week or a month?

I'm looking for a way to reject a ticket if 3 have been submitted from the same email within the last 30 days..

Thank you so much for your answer! This worked like a charm. Is there a way to also send an email to the user when the ticket is submitted? I noticed if the 4th ticket is sent via email the ticket is rejected but no error message is sent to the user.
