Running os Ticket with UTF-8

Hello everyone,

we seem to have some problems using os Ticket under a Debian system using UTF-8. It seems that os Ticket does not add a Content-Type-Line to the header of e-mails (See include/class.emails.php), which results in a lot of clients receiving garbled texts when using special characters.

Would it be possible to fix this problem?
