osTicket is a great app! Thanks for the work!
My suggestion:
I think the meta-tag for utf-8 charset is not enough and that the header should always send this information.
header("Content-Type: text/html; charset=UTF-8\r\n");
marc
utf-8 header should be send everytime to the browser
