I had a problem with our new install of osTicket 1.6RC5 - our signatures were being truncated, both staff and department signatures. On investigation, I discovered that the database has the signature columns as varchar(255). Switching them to MySQL "text" columns fixed the issue for me.

I would suggest that the database is set to have the signatures as text by default
